Prepare rice by putting the rice, water, and salt in a sauce pan. Bring water to a boil then turn it down to a simmer and cover. Let simmer until all of the water has absorbed. If needed add more water until the rice is tender. Let sit and fluff with a fork.
Mix these sauce ingredients together in a small bowl.
In a large skillet heat 1 T of oil. Stir-fry the meat of choice until cooked through.
Add broccoli, carrots, and peppers and cook over high heat until tender crisp, about 5 minutes.
Add garlic, stir for 30 seconds.
Stir in the sauce mix and add to the pan. Bring the sauce to a boil and cook while stirring for 1 minute or until thickened.
Top with sesame seeds and serve over hot rice.
