Unwrap and melt the caramels in a glass bowl in the microwave with 1/2 cup of the evaporated milk. Let cool.
Melt butter. Then combine cake mix, melted butter, and 1/3 cup evaporated milk together in a bowl.
Press half of the cake mix mixture into the bottom of a 9×13-inch pan.
Bake at 350 degrees F for 6 minutes.
Cover with caramel sauce and sprinkle with chocolate chips all over the caramel layer.
Next, drop the remaining cake mix batter evenly over the top of the caramel layer. Bake at 350 degrees F for 15 minutes, or until baked through.
