Add rice, water, and a dash of salt to a saucepan. Bring the water to a boil then turn it down to a simmer and cover the pan. Steam the rice for 15-20 minutes, or until the rice is soft.
Heat sesame oil in a saute pan or wok.
Crush garlic and put in oil, cook for 30 seconds.
Add steak strips to the pan.
Sear and brown the edges. Salt and pepper to taste.
Add peppers and onions, saute for a few minutes.
Add the broth and let simmer for 15 minutes.
While that is cooking mix the cornstarch and water together in a small bowl to make a slurry.
Add this to the broth. Keep cooking until the liquids thicken.
Serve over rice.
